Abstract
Building on insights from regulation and particularly spectrum regulation analysis literatures, this research develops a novel holistic spectrum regulation analysis framework and applies it to the context of local spectrum licensing in the UK that enables local 5G/6G mobile communications networks. The analysis framework comprises three interconnected parts: focus areas that cover the process, product, and outcomes of regulation; the regulatory elements comprising the substance of regulation in question; and the challenges of regulation comprising fragmentation, contradiction, complexity, divergence, over-extension, over/under stringency, and outdatedness. The results exemplify how the UK regulator has in place a holistic mechanism for developing, implementing, reviewing and enforcing spectrum regulation that enables the deployment of local networks.
